Senator Trump moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Senate Bill No. 436 -- A BILL to amend and reenact §61-8-19 of the Code of West Virginia, 1931, as amended, relating to animal cruelty; defining adequate shelter for certain dogs and cats, giving discretion in determining adequate shelter in certain circumstances; and setting forth criminal penalties.
